of the Postal Union, which is to meet at Rome, may not
improbably molify the existing conditions in regard to
transit rates and to the statistical basis of accounts.
When a new Postal Union Convention is concluded, it will
probably be desirable to revise those provisions of the
Hong Kong and China arrangement, which relate to the rates
for transit and the statistical basis for transit accounts,
in so far as the services which either Administration
performs for the other are such as it has again to account
for to other Administrations, and also as regards the
operation of the statistics.
It is understood that, if the Hong Kong Post Office
has to pay a full sea rate on correspondence received from
the Chinese Administration in transit for the United
Kingdom or foreign countries, the repayment of charges
which under Article V of the Arrangement is to be made
by the Chinese Administration is not to be at rates lower
than those which the Hong Kong Administration has to pay.
The Postmaster General will be interested to learn
what provision is to be made for the conveyance by Chinese
Service of mails from one British ship of var to another. I am, Sir,
